It will not be “you” who chooses the next lifetime but your spirit; its location is not likely to be their top priority.
While your human consciousness will remain intact after your death, it will gradually merge with the permanent consciousness of your spirit, a process that will be complete by the conclusion of the life review.
Depending on your affinity with your spirit and the significance of your lifetime, “you” might remain near the surface of their identity for some time, perhaps until they make the decision of their next lifetime, which could be many decades after your life ends.
When ready, your spirit will make a request of the Creator and several lifetimes will be made available for them to choose from, each of which will be expected to contain the lessons they selected at the conclusion of your life review. They will be given information about who the parents will be, genetic profiles, locations, and what the early childhood environment is expected to be like.
After reviewing the information, under the guidance of a Master, your spirit will make their choice. While the best choice might be the lifetime most likely to offer the desired lessons, your spirit might prioritize who the parents will be or the location, or it is possible their preferences will all fit with one lifetime and the choice will be an easy one.
Keep in mind that what you, the person of this lifetime, would prefer may not align with your spirit’s personal preferences and/or may lose its significance as you journey to the spirit world after death and let go of many of your human attitudes and concerns.
My sources are two spirits who spoke to me through another person (not channelled). More about them can be found in my profile.
